Digital regulation in Brazil: an analysis of the utopian Bases of Bill 2630/20

This article aims to understand whether Bill No. 2630/2020 establishes itself as a utopia for Brazilian digital communication, analyzing its potential contribution to democracy and information distribution in the country. Given the social, cultural, and economic landscape resulting from the massive presence of the digital environment, and the consequent development of a close interface between communication and political relations, the bill addresses freedom, responsibility, and transparency on the internet. Reflecting on the bill as a proposal for improvements to digital communication, the analysis was carried out through a Content Analysis structured on Serra’s (2006) theoretical principles of consensus, transparency, and self-regulation. The results indicate that projects like this act as anti-dystopian regulatory proposals against private capital and the control of technology conglomerates, seeking to preserve sovereignty and the democratic rule of law.
