A Administração Política do Espaço Geográfico e seus Efeitos Excludentes na Reestruturação Produtiva no Médio Sudoeste Baiano

O presente artigo analisa as transformações socioeconômicas ocorridas em Itapetinga e no Médio Sudoeste da Bahia, com foco na reestruturação produtiva que deslocou a agropecuária como principal atividade econômica para um processo industrialização ramo calçadista. A pesquisa fundamenta-se na perspectiva da Administração Política do Espaço Geográfico, adotando a análise documental como principal método de investigação. Os resultados indicam que essa transição produtiva não ocorreu de maneira planejada e resultou na marginalização de trabalhadores rurais, que viram suas atividades serem desvalorizadas sem a implementação de políticas de qualificação ou inserção em novos setores. O modelo de desenvolvimento adotado priorizou a lógica mercadológica em detrimento da inclusão social, aprofundando desigualdades e precarizando o trabalho em toda a região.

Evaluates CSO's: a contribution to the process of evaluation of the management of Civil Society Organizations

This article aims to present the co-construction process of a social technology focused on evaluating the management capacity of Civil Society Organizations (CSOs), based on an empirical study conducted in the Itapagipe Peninsula territory, in Salvador, Bahia. This article is anchored in the theoretical frameworks of Political Administration and Social Management and is methodologically structured through qualitative research, with an emphasis on action research, using participant observation as the predominant technique. The development of the social technology—named AVALIA OSCs—involved intense collaboration between social actors and university students, fostering a process of mutual learning and collective construction of evaluation indicators. The results obtained point to the relevance of the instrument as a mediator of organizational processes, contributing to the strengthening of internal democracy in CSOs and to the expansion of connections between universities and civil society. Furthermore, the potential for replicability of the methodology in different organizational contexts was demonstrated, provided that their territorial and cultural specificities are considered. The article also presents critical reflections on the challenges of management in the third sector, discussing the need to overcome managerial models of management.

Intentionality as an epistemological category of Political Administration: an analysis of the signifier and its meanings

This article proposes the systematization of intentionality as a fundamental epistemological category of Political Administration. The research, which is theoretical-empirical and qualitative in nature, is based on a dialogical analysis of discourse for the analysis of Brazilian scientific texts available in the SPELL repository. Occurrences of the term “intentionality” were extracted and systematized with the aid of Artificial Intelligence tools (ChatGPT and DeepSeek), employed as instruments of semantic triangulation and logical organization, without replacing human interpretive analysis. The analysis resulted in the identification of six meanings of intentionality in the field of Political Administration: (1) teleological; (2) epistemological; (3) ontological; (4) critical, aimed at unveiling the hidden purposes of the State and capital; (5) normative; and (6) transformative. These meanings express the semantic multiplicity of the category and show that intentionality is the central signifier of the field, articulating its philosophical, theoretical, and practical dimensions. It is concluded that intentionality operates as a mediating category of Political Administration, as it articulates teleology, epistemology, and ontology in the same theoretical movement. The study thus contributes to the recognition of intentionality as a structuring principle of administrative rationality, opening up new possibilities for research on the critical and emancipatory foundations of Political Administration.

Contribuição Interdisciplinar da Administração Política, da Gestão Social e da Agroecologia para a Análise do Desenvolvimento Territorial: o estudo de caso da Barragem de Sobradinho

The construction of the Sobradinho Dam, which began in 1973, caused significant impacts on family farming and the social organization of riverbank communities in the São Francisco Valley. This text analyzes the socioeconomic, administrative, cultural, and environmental effects resulting from the project, using political administration, social management, and agroecology approaches as its epistemological and theoretical framework. The study showed that, despite the centralization of decision-making by public authorities, the communities forced out of the flooded areas developed social organization strategies and agroecological practices that have strengthened their autonomy and resilience, despite the harsh impacts of the dam. The results reinforce the need for the design and implementation of public policies that consider territorial specificities and promote the effective participation of the population, showing that ways of managing practical life can contribute to sustainable territorial development and ensure social justice for the riverside population expelled from their territories in the name of an exclusionary National Project.

Limites e Perspectivas da Formação Superior em Administração no Brasil: Contribuições da Administração Política e da Teoria da Autodeterminação para uma Formação Crítica e Empreendedora

Este estudo analisa as contribuições das bases onto-epistemológicas e teórico-metodológicas da Administração Política para discutir as limitações, desafios e perspectivas da formação de administradores no Brasil. Adotando uma abordagem crítica, o artigo se contrapõe às perspectivas tradicionais positivistas e funcionalistas ancoradas nos paradigmas da Administração Científica, Clássica e Estudos Organizacionais que privilegiam concepções técnico-instrumentais. Estas abordagens relegam o pensamento administrativo a uma função protocolar, sem autonomia filosófica e teórica reproduzindo o pensamento da economia neoclássica. Em contrapartida, a Administração Política propõe deslocar o foco da visão micro organizacional para considerar a gestão como objeto das práticas sociais revelando o papel dos administradores nas relações sociais. O ensaio discute como objeto empírico como os programas de formação acadêmica em administração permanecem pautados em uma visão tecnicista que não dota os administradores das competências necessárias para interpretar os fenômenos administrativos como manifestações sociais dotadas de subjetividades e intersubjetividades no contexto organizacional. O estudo enfatiza como inovação as possibilidades de contribuições da Teoria da Autodeterminação para explicar as motivações humanas nas práticas administrativas/gestoriais, reforçando a necessidade de reorientação dos paradigmas curriculares atuais da formação em Administração de modo a valorizar perspectivas críticas e interdisciplinares para preparar administradores capazes de transformar a realidade organizacional.

The Nature of Political Administrative Thought in the Service of Accumulation

The essay aimed to explore the nature of political administrative thought as an ideal extension of the practice aimed at the management of the capitalist economy through the State. To this end, it was based on the social determination of thought as a general approach originating from the materialist tradition. To explore this nature, the essay delimited Keynesianism and Brazilian developmentalism as forms of political administrative thought. The essay contributes to open the paths of investigation regarding administrative political thought that finds less space in research.

Dictatorship and planning culture in Brazil

In this essay, we sought to present a historical investigation into the process of consolidating a planning culture in Brazil. Through the analysis of experiences of state intervention, investigating the available bibliography on the subject and some documents produced by the State, we sought to analyze how the planning experience engendered political representations in the period investigated here, especially after the 1964 coup. It is therefore possible to identify how the planning culture was created and re-elaborated by different social agents and the discourses created about the process of social transformation that the country was going through.

The Paradox of Continuity: An Analysis of the Political Administration of Education in Twenty Years of Workers' Party Governance

This article analyzes the educational policy of the municipality of Vitória da Conquista-BA from 1997 to 2016, from the perspective of Political Administration, focusing on the dimensions of temporality and implementation capacity. The study investigates how twenty years of uninterrupted governance by the Workers' Party influenced the trajectory of educational policies, considering the continuities, ruptures, and implementation challenges. The methodological approach adopts a qualitative perspective, based on the triangulation of research techniques: documentary analysis of laws, reports, and pedagogical projects; narrative interviews with five former municipal secretaries of education; and systematic analysis of IDEB (Basic Education Development Index) data. The results reveal a complex scenario, with significant advances in the expansion of access and teacher qualification, but persistent limitations in the quality of education, reflected in the irregular performance of the IDEB. The analysis demonstrates that party continuity did not guarantee the continuity of the didactic-pedagogical organization, highlighting tensions between educational innovation and implementation capacity, in addition to the persistence of inequalities between urban and rural areas. The study concludes that the articulation between management (political dimension) and administration (technical dimension) was fundamental for the results obtained, offering relevant contributions to the field of Political Administration and to municipal educational management.

Political administration of municipal management: an analysis of internal control in selected municipalities

The objective of this article was to analyze the failures in the internal controls of the municipalities of Aporá, Conde, Crisópolis, Entre Rios, and Sátiro Dias, which contributed to the rejection of their accounts by the Court of Auditors of the Municipality of the State of Bahia in 2019, through the lens of political administration. The reforms of the Brazilian state starting in 1995 led to the implementation of managerial public administration, which emphasizes results and imposes the principle of efficiency on public entities. This principle led to the expansion of internal control functions in municipalities. In this context, uncovering the shortcomings of internal control actions becomes relevant for understanding how the management of socioeconomic relations has been carried out. Methodologically, a qualitative approach was used, employing a case study and bibliographic and documentary research techniques. The results revealed that despite all the legal and administrative apparatus structured and guided by capitalist management, in the post-1980s, the control environment in these municipalities was fragile, with a lack of investment and low integrity. It was concluded that errors in the management of social relations play a significant role in this scenario, leading municipalities to weaknesses in the management of municipal public accounts.

Evaluation of the Management Capacity of the National School Feeding Program in Federal Institutes of Education

In this work, the objective is to evaluate the management capacity of the National School Feeding Program (PNAE) in Federal Institutes from the Theory of Political Administration and the experience of this Program in the IFNMG-Campus Montes Claros. Documents that make up the PNAE were analyzed, such as management reports and administrative processes related to the acquisition of food, as of 2017, and interviews were applied to actors involved in these processes. Content analysis was carried out considering that administrative phenomena are integrated by two inseparable dimensions: the management and management dimensions. The research results show the limits and challenges to be overcome by the PNAE Management, providing contributions of the inseparability between the theoretical and practical aspects that integrate the administrative phenomena that affect the management capacity. The study made it possible to point out elements of managerial and managerial strategies aimed at improving the levels of effectiveness, efficiency and effectiveness of the program, as well as to present a model for assessing management capacity from the perspective of Political Administration.

Evaluation of the implementation of the municipal pharmaceutical assistance policy from the perspective of political administration

During the process of consolidating the country's new health policy model, established by the Unified Health System of Brazil (SUS), several legal and institutional actions were developed to enable the full and decentralized management of health. However, studies on the Pharmaceutical Assistance sector in Brazilian municipalities point to the existence of political and technical obstacles that impede the full effectiveness of public policies in this area, compromising the population's access to medicines and the quality of the services offered. One of the reasons for this reality is the existence of a gap between the formulation of public policies and the municipalities' capacity to execute them, impacting the achievement of the proposed objectives. It is in this sense that the tenets of Political Administration present themselves as an important theoretical framework for understanding the implementation of public policies, as it allows for an in-depth analysis of administrative processes, both concerning the formulation of public policies (political dimension) and the execution of actions (technical dimension). Therefore, this work aims to present an analysis matrix focused on evaluating the capacity of municipalities to implement the Municipal Pharmaceutical Assistance Policy, from the perspective of Political Administration.

Social Housing: an account of an immersion in the residents' association of the Santa Luzia housing complex

The objective of this experience report is to describe the content of an activity presented as a partial requirement for approval in the Social Residency component of the Professional and Interdisciplinary Master's Program in Territorial Development and Social Management, linked to the Social Development and Management Program (PDGS) of the School of Administration - EAUFBA of the Federal University of Bahia. The host institution was the Residents' Association of the Santa Luzia Complex (AMCSL). The empirical question relates to the daily life of a Civil Society Organization (CSO) located on the Itapagipe Peninsula, Salvador, Bahia. The methodological approach was qualitative research, whose method consisted of participant observation. The main results achieved were a closer relationship between the institution and the university, which fostered mutual teaching-learning processes and an immersion in the daily life of a CSO. It was possible to conclude that the institution plays a fundamental role in promoting significant social transformations in the spectrum of its areas of activity.
