A pesquisa fundamenta-se na perspectiva da Administração Política do Espaço Geográfico, adotando a análise documental como principal método de investigação. Os resultados indicam que essa transição produtiva não ocorreu de maneira planejada e resultou na marginalização de trabalhadores rurais, que viram suas atividades serem desvalorizadas sem a implementação de políticas de qualificação ou inserção em novos setores. This article is anchored in the theoretical frameworks of Political Administration and Social Management and is methodologically structured through qualitative research, with an emphasis on action research, using participant observation as the predominant technique. The development of the social technology—named AVALIA OSCs—involved intense collaboration between social actors and university students, fostering a process of mutual learning and collective construction of evaluation indicators. The results obtained point to the relevance of the instrument as a mediator of organizational processes, contributing to the strengthening of internal democracy in CSOs and to the expansion of connections between universities and civil society. Furthermore, the potential for replicability of the methodology in different organizational contexts was demonstrated, provided that their territorial and cultural specificities are considered. The research, which is theoretical-empirical and qualitative in nature, is based on a dialogical analysis of discourse for the analysis of Brazilian scientific texts available in the SPELL repository. Occurrences of the term “intentionality” were extracted and systematized with the aid of Artificial Intelligence tools (ChatGPT and DeepSeek), employed as instruments of semantic triangulation and logical organization, without replacing human interpretive analysis. The analysis resulted in the identification of six meanings of intentionality in the field of Political Administration: (1) teleological; (2) epistemological; (3) ontological; (4) critical, aimed at unveiling the hidden purposes of the State and capital; (5) normative; and (6) transformative. These meanings express the semantic multiplicity of the category and show that intentionality is the central signifier of the field, articulating its philosophical, theoretical, and practical dimensions. It is concluded that intentionality operates as a mediating category of Political Administration, as it articulates teleology, epistemology, and ontology in the same theoretical movement. This text analyzes the socioeconomic, administrative, cultural, and environmental effects resulting from the project, using political administration, social management, and agroecology approaches as its epistemological and theoretical framework. The study showed that, despite the centralization of decision-making by public authorities, the communities forced out of the flooded areas developed social organization strategies and agroecological practices that have strengthened their autonomy and resilience, despite the harsh impacts of the dam. Adotando uma abordagem crítica, o artigo se contrapõe às perspectivas tradicionais positivistas e funcionalistas ancoradas nos paradigmas da Administração Científica, Clássica e Estudos Organizacionais que privilegiam concepções técnico-instrumentais. Estas abordagens relegam o pensamento administrativo a uma função protocolar, sem autonomia filosófica e teórica reproduzindo o pensamento da economia neoclássica. Em contrapartida, a Administração Política propõe deslocar o foco da visão micro organizacional para considerar a gestão como objeto das práticas sociais revelando o papel dos administradores nas relações sociais. O ensaio discute como objeto empírico como os programas de formação acadêmica em administração permanecem pautados em uma visão tecnicista que não dota os administradores das competências necessárias para interpretar os fenômenos administrativos como manifestações sociais dotadas de subjetividades e intersubjetividades no contexto organizacional. Through the analysis of experiences of state intervention, investigating the available bibliography on the subject and some documents produced by the State, we sought to analyze how the planning experience engendered political representations in the period investigated here, especially after the 1964 coup. The study investigates how twenty years of uninterrupted governance by the Workers' Party influenced the trajectory of educational policies, considering the continuities, ruptures, and implementation challenges. The methodological approach adopts a qualitative perspective, based on the triangulation of research techniques: documentary analysis of laws, reports, and pedagogical projects; narrative interviews with five former municipal secretaries of education; and systematic analysis of IDEB (Basic Education Development Index) data. The results reveal a complex scenario, with significant advances in the expansion of access and teacher qualification, but persistent limitations in the quality of education, reflected in the irregular performance of the IDEB. The analysis demonstrates that party continuity did not guarantee the continuity of the didactic-pedagogical organization, highlighting tensions between educational innovation and implementation capacity, in addition to the persistence of inequalities between urban and rural areas. The study concludes that the articulation between management (political dimension) and administration (technical dimension) was fundamental for the results obtained, offering relevant contributions to the field of Political Administration and to municipal educational management.</p> 2025-12-30T00:00:00+00:00 Copyright (c) 2025 Revista Brasileira de Administração Política https://revbaianaenferm.ufba.br/index.php/rebap/article/view/71066 Political administration of municipal management: an analysis of internal control in selected municipalities 2025-12-09T22:07:02+00:00 Humberto Conceição Moraes hcmoraes@hotmail.com Mônica Matos Ribeiro monica.matos@yahoo.com.br <p>The objective of this article was to analyze the failures in the internal controls of the municipalities of Aporá, Conde, Crisópolis, Entre Rios, and Sátiro Dias, which contributed to the rejection of their accounts by the Court of Auditors of the Municipality of the State of Bahia in 2019, through the lens of political administration. The reforms of the Brazilian state starting in 1995 led to the implementation of managerial public administration, which emphasizes results and imposes the principle of efficiency on public entities. This principle led to the expansion of internal control functions in municipalities. In this context, uncovering the shortcomings of internal control actions becomes relevant for understanding how the management of socioeconomic relations has been carried out. Methodologically, a qualitative approach was used, employing a case study and bibliographic and documentary research techniques. The results revealed that despite all the legal and administrative apparatus structured and guided by capitalist management, in the post-1980s, the control environment in these municipalities was fragile, with a lack of investment and low integrity. Documents that make up the PNAE were analyzed, such as management reports and administrative processes related to the acquisition of food, as of 2017, and interviews were applied to actors involved in these processes. Content analysis was carried out considering that administrative phenomena are integrated by two inseparable dimensions: the management and management dimensions. The research results show the limits and challenges to be overcome by the PNAE Management, providing contributions of the inseparability between the theoretical and practical aspects that integrate the administrative phenomena that affect the management capacity. However, studies on the Pharmaceutical Assistance sector in Brazilian municipalities point to the existence of political and technical obstacles that impede the full effectiveness of public policies in this area, compromising the population's access to medicines and the quality of the services offered. One of the reasons for this reality is the existence of a gap between the formulation of public policies and the municipalities' capacity to execute them, impacting the achievement of the proposed objectives. It is in this sense that the tenets of Political Administration present themselves as an important theoretical framework for understanding the implementation of public policies, as it allows for an in-depth analysis of administrative processes, both concerning the formulation of public policies (political dimension) and the execution of actions (technical dimension). The host institution was the Residents' Association of the Santa Luzia Complex (AMCSL). The empirical question relates to the daily life of a Civil Society Organization (CSO) located on the Itapagipe Peninsula, Salvador, Bahia. The methodological approach was qualitative research, whose method consisted of participant observation. The main results achieved were a closer relationship between the institution and the university, which fostered mutual teaching-learning processes and an immersion in the daily life of a CSO.
