Abstract

In the context of cultural policies, studies and practices about evaluation do not present parameters regarding concepts and methodologies, being even more challenging when considering the economic, symbolic and/or social elements involved in cultural and artistic activity. Considering the role of Funarte in the structuring of policies for the arts in national territory, and the function of public funding instruments in this field, this work aims to evaluate the results of the execution of its edicts, between 2012 and 2022, in order to understand how these mechanisms contribute to the effective fulfillment of the institution’s mission. For this, an evaluation of processes is carried out from the construction of a specific logical matrix for the analysis of the Foundation’s notices.

Juliana Amaral dos Santos, Universidade Federal Fluminense

Master in Administration by the Graduate Program in Administration of the Universidade Federal Fluminense. Specialist in Public Management of Culture by the Federal University of Brasilia (2011) and in Public Management by the Instituto a Vez do Mestre/ Universidade Cândido Mendes (2010). Graduated in Cultural Production from the Fluminense Federal University (2004). Cultural Manager.
Teaching Internship at the Undergraduate in Public Administration/ / Fluminense Federal University, in the discipline Administration and Brazilian Social Thought (2nd semester 2022).
Dance Coordinator of the National Foundation of Arts since 2022. Substitute Theater Coordinator of Funarte in February 2021. Music Coordinator of the Arts Center of the Fluminense Federal University between 2017 and 2021. Assistant of the Superintendence Center of Arts UFF between 2015 and 2017. Public servant of the National Foundation of Arts since 2008. Cultural producer for 20 years with experience in managing projects of Integrated Arts, Performing Arts, Culture and territorialities.

Frederico Lustosa da Costa, Universidade Federal Fluminense

Professor of the Graduate Program in Administration (PPGAd) at Universidade Federal Fluminense and member of the Brazilian Academy of Management Sciences. He was a full professor at the Brazilian School of Public and Business Administration (EBAPE) of the Getullio Vargas Foundation (DFGV) and a visiting professor at the Instituto Superior de Ciências do Trabalho e da Empresa (ISCTE/IUL, Lisbon) and the École Superieur de Commerce de Paris (ESCP Europe). Degree in Economics from the Federal University of Ceará (UFC, 1979), in Fortaleza; Master’s degree in Public Administration from EBAPE/FGV, in Rio de Janeiro (1990), and in Political Communication (DEA) from Universidade Paris I (Pantheon-Sorbonne), in Paris (1994), recognized as a Master in Political Science by UnB (2009), and PhD in Management by the Instituto Superior de Ciências do Trabalho e da Empresa (ISCTE/IUL), in Lisbon, Portugal (2007), also recognized by the University of Brasília (UnB, 2010), in this case as Doctorate in Administration. He is also a specialist in Organizational Analysis by EBAPE/FGV, in Recife (1980), and in Project Management by the German Foundation for International Development (DSE), in Berlin (1989), and by the Institute of Social Development (INDES) of the Inter-American Development Bank (IDB), in Washington (1997). He is a contributing professor at the Getulio Vargas Foundation and consultant to public and private, national and international organizations. He was a member of the Scientific Committee of the Public Administration Division of ANPAd for four years (2009-2012) and leader of the theme History, Memory and Construction of Research Agendas of the same division (2013-2017). Founder, Vice-President (2013-2014) and President (2014-2016) of the Brazilian Society of Public Administration (SBAP).

Postgraduate ('lato sensu'): Project Administration (EIAP/FGV, 1970); International Economics (United Nations University/FESP, 1986); Politics and Government (University of Texas - Austin, USA, 1989). Professor of the Permanent Staff and Dean of the Graduate Program in Administration at the Universidade Federal Fluminense (PPGAd/UFF). Head of the Brazilian Administration Studies Center (ABRAS/UFF). Full Professor (retired) of the Brazilian School of Public Administration and Business (EBAPE/FGV); Visiting Professor of: Universidad Andina Simón Bolívar (UASB, Quito, Ecuador) and of the Escuela Politécnica Nacional (EPN, Quito, Ecuador). Former visiting professor of: Federal University of Santa Catarina (UFSC) and Federal University of Pará (UFPA). Professor collaborator: Universidade Técnica de Lisboa (UTL, PT), University of Lisbon (PT) and Universidade Lusófona de Humanidades, Tecnologia (PT). Author of several books, book chapters, articles in scientific journals, conference proceedings, newspapers and magazines. Supervisor/Advisor of post-doctoral research, doctoral theses, master’s dissertations and specialisation and undergraduate monographs. Lecturer in Brazil and abroad.
