In this article, we discuss the tortuous paths of including the climate change agenda in federal cultural policies. Based on a theoretical review of agenda-setting theories in the field of Public Policies, we report and analyze the process of including the concepts of well-being and climate justice in the context of the 4th National Conference on Culture and in the formulation of the New National Culture Plan Law. Our analysis emphasizes the indispensable importance of identifying a window of opportunity and taking advantage of it by public policy entrepreneurs. In the case discussed, with these elements it was possible to establish the climate justice agenda as a cross-cutting agenda.
