E-government it is a reflex of the discourse of information society which emerges from advanced capitalism countries and it extends through the developing countries. It characterizes by the governments intensive use of the information and communication technologies to improve the offer of information access conditions and government services, and it express the link of that offer with the social participation and interaction mechanisms. As a result, its conception sets in government scope involving multiple actors and with a perspective that comprehend the information production, storage and dissemination, becoming in that case an information public policy.Downloads
