The article investigates which strategies municipal governments have used to expand access to childcare, focusing on the case of São Paulo, where eliminating the waiting list has been a political priority since 2009. The theoretical approach is based on historical neoinstitutionalism. It emphasizes the role of policy trajectories as explanatory factors for their development, discussing differences between the fields of social assistance and education. Using a case study methodology, the research combines a literature review, documentary analysis (laws, decrees, and agreements), and secondary data (SME-SP, School Census, IBGE, PNAD Contínua, among others). The study concludes that, in São Paulo, partnerships with civil society organizations were fundamental to the expansion of childcare provision and reflect the institutional legacy of social assistance, despite this service having been legally incorporated into the education system since 2009.
