Trends in the Use of Artificial Intelligence and its Influence on the Requalification of the Work Force in the Public Sector

Abstract

 

Knowing the academic and technological trends, from a bibliographic and patent survey, on the use of AI in the public sector and how this use can complement, requalify or replace the human workforce in governments, this study found that the use of AI is growing in the public sector and that in some types of work cognitive technologies can even replace servers. The greatest reflection of AI in the public sector will be the complementation and requalification of the workforce, since its use can result in the liberation of up to 50% of public servants' time, freeing them to develop skills in which machines have not surpassed the human. The results indicate that AI technologies will change the functioning of government and will affect structurally, planning, strategy and human resource management, which will seek to evolve from the current focus on human talent to consider its interaction with technology.

Author Biographies

Washington Fernando da Silva, Federal University of Mato Grosso

Master's student of the PROFNIT Program (UFMT), Bachelor of Business Administration (UFMT), Bachelor of Theology (FERPI), MBA in Marketing (FGV-RJ), MBA in Project Management (FAE), was co-founder, Director and Chairman of the Board of FACIL CONSULTORIA - Junior Company of UFMT. He was co-founder and Marketing Manager of Arca Multincubadora - UFMT's Business Incubator. During his tenure at FACIL alone, 1,322 consultancies were offered to companies. He also gave numerous lectures and training in Brazil, especially on entrepreneurship and innovation. He held the positions of Coordinator of Development and Technology Transfer at the State Department of Science and Technology, of Marketing Leader of the Inova MT Network. He worked as a professor of Administration at the University of Cuiabá -UNIC, at the Federal University of Mato Grosso - UFMT, at the Rainha da Paz Catholic Faculty - FCARP and at the Higher Institute of Research and Graduate Studies ? ISUPP He worked as an accredited consultant at SEBRAE-MT, at ANPROTEC, at the Office of Technological Innovation at UFMT and at FUNCIONA Consultoria. He is currently an entrepreneurial public servant in the Government of Mato Grosso, having worked in the Office of Strategic Projects linked to the Vice-Governor, in General Management and Advisory positions at the Secretariat of Science, Technology and Innovation - SECITEC and in leadership positions in Project Management. at MT Partnerships S/A. In these institutions, he conceived, coordinated, developed and collaborated with relevant innovation projects, such as the implementation of the MT Technological Park, the Entrepreneurial Cells Program, the Mato Grosso Criativo Program, the Ideation Trail: Pre-Acceleration of Creative Business, the Coworking Arena+, the Creation of the Distance Learning Center for public servants, the implementation of the MT PAR SOCIAL social project support office and other innovative Public-Private Partnership projects, for which it received the Public Servant Entrepreneur (SEPLAN/2016) and Inovar para Transform (SEGES/2016). His main experiences and technical and bibliographic productions are related to the themes of Business Administration, Entrepreneurship, Innovation, Development and Management of Projects and Innovation Environments.

Fernando Selleri Silva, Mato Grosso State University

He holds a PhD in Computer Science from the Informatics Center - CIn of the Federal University of Pernambuco - UFPE (2015), a Master's in Computer Science from the Pontifical Catholic University of Rio Grande do Sul - PUCRS (2009), a specialization in Free Software Production from Federal University of Lavras - UFLA (2006) and degree in Computer Science from the University of the State of Mato Grosso - UNEMAT (2004). Has experience in Software Engineering and Database, working mainly with Quality Assurance, Agile Methodologies and Database Design. And experience in the area of ​​Informatics in Education, working with Publications Edition and Digital Technologies in Teaching. Professor in the Computer Science Course and in the Graduate Program in Science and Mathematics Teaching - PPGECM, Faculty of Exact and Technological Sciences - FACET of UNEMAT, Campus of Barra do Bugres/MT. Professor at the Graduate Program in Intellectual Property and Technology Transfer for Innovation - PROFNIT, Focal Point Cuiabá (UFMT/UNEMAT/IFMT). Political-Pedagogical and Financial Director (DPPF) of UNEMAT, Campus of Barra do Bugres/MT, Management 2019/2023.

Olivan da Silva Rabêlo, Federal University of Mato Grosso

Graduated in BUSINESS ADMINISTRATION from the State University of Bahia (2004). He is currently ADJUNCT II Professor at the Federal University of Mato Grosso-FAeCC - Faculty of Administration and Accounting Sciences - Campus of Cuiabá-MT, Course: Business Administration and Permanent Professor and Collegiate Member of the Professional Master's Course PROFNIT - Focal Point UFMT - Cuiabá-MT - Intellectual Property and Technology Transfer for Innovation, working mainly on the following topics: Innovation and Eco-innovation, Strategic Planning and Finance, Industrial Production. Research Group Leader and Researcher: Research Group on Innovation, Technology and Eco-innovation (GPITEC). Master by the Graduate Program in Culture, Memory and Regional Development by UNEB, research line: Public Policies for Regional Development. He holds an MBA in Environmental Management (FACCEBA/2005) Specialization in Controllership and Corporate Finance (Federal University of Lavras-MG). PhD in Applied Economics from PIMES/UFPE. Professor of Financial and Budget Management, Project Preparation and Analysis, Sales Administration, Marketing Information Systems, Organizational Development, Small and Medium Enterprises Management, Business Budget and Supervised Internship, Research Methodology and Production Management, Materials and Logistics . Teaching experience in UNDERGRADUATE and POST-GRADUATE courses. Business Consultant focused on Analysis of Investment Projects (economic-financial) registered by Banco do Nordeste do Brasil - BNB; Consultant accredited by SEBRAE-BA. Advisor of scientific works at undergraduate and graduate levels. He is currently developing research in projects on the impacts of Innovation and Eco-innovation on Organizations. Director of the Office of Technological Innovation at UFMT (Ordinance No. 1340/2012, Published in DOU No. 249, on 12/27/12) from 2012 to 2014, reappointed to the position in 2016 to date.
