Abstract

This study analyzes the application of artificial intelligence and other emerging technologies, such as big data, blockchain, and machine learning, in the innovation of processes within public administration. These technologies promise to transform the way public services are delivered, making them more efficient and accessible. However, legal, ethical, and bureaucratic obstacles hinder the large-scale implementation of these innovations. The research explores the barriers that impede the adoption of these technologies, utilizing the Theory of Consolidated Meta-Analytic Approach (Temac). A total of 135 articles from the Web of Science (WoS) database were analyzed between 2018 and 2024, correlating the main lines of thought and future trends. The results indicate that, despite the potential of these innovations, their adoption faces significant challenges, which require integrated participation among government, businesses, universities, and society, with a focus on innovation, transparency, and the accessibility of technological products made available to citizens.

He holds a Bachelor's degree in Chemistry from the University of São Paulo (1998), a Master's degree in Chemistry from the University of São Paulo (2001) and a PhD in Chemistry from the University of São Paulo (2005). He is currently deputy coordinator of the postgraduate program at the University of Brasília, member of the editorial board of profnit of the National Forum of Innovation and Technology Transfer Managers Association, professor at the National Forum of Innovation and Technology Transfer Managers Association, vice -unb/cdt postgraduate coordinator of the National Forum of Innovation and Technology Transfer Managers Association and associate professor at Faculdade de Ceilandia - UnB. He has experience in the area of Chemistry, with an emphasis on Chemistry, working mainly on the following topics: pain, innovation, scientific dissemination, educommunication, technological prospecting.

Eduardo Antonio Ferreira, University of Brasília

He has a Bachelor's degree (2002), Master's degree (2005) and Doctorate (2010) in Pharmacy from the Federal University of Santa Catarina (UFSC). Professor of the Undergraduate Pharmacy Course at the University of Brasília (UnB) / Faculdade de Ceilândia (FCE), in the subjects Introduction to Clinical Analysis and Clinical Biochemistry. Accredited in the Postgraduate Program in Intellectual Property and Technology Transfer for Innovation (PROFNIT), UnB focal point, professor of the Technological Prospecting discipline. Currently, professor of the Specialization Course (Lato Sensu) in Clinical Analysis at UnB/FCE, subject Biochemical Analysis.
