The Role of ICT’s in the Context of Bioeconomy: UFAL – a case for reflection

Abstract

The bioeconomy emerges as a response to contemporary challenges, such as decarbonization and energy transition, necessitating a mission-oriented approach to foster innovation and sustainable development. The Federal University of Alagoas (UFAL) stands out as an innovation catalyst in Alagoas' bioeconomy through collaboration among the state, research and innovation institutions (R&I institutions), and the private sector to boost competitiveness. This study aims to analyze the strategic role of R&I institutions, with a focus on UFAL, within the Nova Industria Brasil (NIB) program and the Renascença development initiative for Alagoas. A qualitative approach was adopted through document analysis, identifying synergies between NIB missions and Renascença actions, emphasizing financing, governance, and sustainability needs. The findings reveal UFAL's role in advancing the Biotechnology, Chemical and Plastic, and Renewable Energy sectors, strengthening technological infrastructure. The need for strategic interactions among the state, R&I institutions, and the private sector fosters systemic competitiveness in Alagoas. Future research should focus on governance, financing, and institutional arrangements for innovation in emerging economies.

Reynaldo Rubem Ferreira Junior, Universidade Federal de Alagoas

Full Professor at the Faculty of Economics, Administration and Accounting (FEAC) at the Federal University of Alagoas (UFAL). Bachelor's degree in Economics from the Federal University of Pernambuco (1984 - UFPE), Master's degree in Industrial Economics from the Integrated Master's Program in Economics and Sociology (1990 - PIMES/UFPE) and PhD in Economic Policy from the Institute of Economics at the University of Campinas (1998 - IE/UNICAMP).Former Extraordinary Secretary of the State of Alagoas (2004), responsible for coordinating studies for the implementation of the State Development Agency. Former Director of Financial Operations at the Alagoas Development Agency (AFAL- 2010 and 2011). He is currently a professor of the undergraduate and master's degrees in Applied Economics at the Federal University of Alagoas (UFAL) and the Postgraduate Program in Intellectual Property and Technology Transfer for Innovation (Profnit-UFAL). Researcher in the areas of Macroeconomic Policies and Innovation Systems, focusing on Technological Profiles of Industrial Sectors and Business Financing Systems.

Bachelor's and Licentiate degree in Chemistry from the Faculty of Philosophy, Sciences and Letters of Ribeirão Preto (1988);
Master's and Ph.D. in Physical Chemistry from the Institute of Chemistry of São Carlos (1991 and 1997), both from the University of São Paulo.
