Abstract

The Plano Nacional de Cultura (National Culture Plan) seeks to organize cultural policies in a decentralized manner, allowing control over management and investment in culture, through social control of resources and integrated policies, in addition to promoting universal access to cultural goods and services and promoting production. It is expected, therefore, that the municipalities will be able to propose their legislation and actions in line with the federal sphere. As a way of contributing to discussions on cultural policies at the local level, this article seeks to analyze the situation of Teresina, capital of the state of Piauí, in relation to the legislation regarding cultural policy in the municipality that joined the Plano Nacional de Cultura (PNC) in 2015. For this, a qualitative comparative study was carried out between the Sistema Nacional de Cultura (National Culture System) and the Sistema Municipal de Cultura (Municipal Culture System). The focus will be on the principles and structures of these systems, as well as the identification of asymmetries and possible divergences. The perspective is to show that the municipal legislation had changes in the cultural policy before and, mainly, after the accession. However, in a different sense from that expressed in the PNC, including the fact that the Plano Municipal de Cultura (Municipal Culture Plan) has not yet been enacted.
